Achieving and maintaining long-term budget stability requires actively monitoring revenues and managing expenses across these key areas:

  1. Address Structural Revenue Volatility
    • Sales Tax Tracking: The General Fund heavily relies on sales tax (roughly $8 million annually). Closely monitoring quarterly economic reports helps project sales tax receipts to avoid overspending based on fluctuating consumer trends.
    • Property Tax Assessments: Property taxes make up the second-largest portion of revenues. Tracking housing market shifts and potential development impacts allows for more accurate long-term revenue forecasting.
  2. Monitor and Control Operating Expenses
    • Personnel Costs: Because personnel costs account for roughly 66% of the General Fund, tracking labor negotiations and evaluating vacant positions are critical methods for preventing overruns.
    • Reserve Replenishment: Council policies utilize General Fund reserves to cover one-time emergencies (like storm-drain repairs). Developing a consistent strategy to replenish these reserves ensures the city can handle unforeseen capital expenses without accumulating debt.
  3. Leverage External Funding and Regional Services
    • State and Federal Aid: Actively tracking and applying for state and federal grants is vital to offsetting local costs.
